Borough of Bryn Athyn

PAUCC Building Code

 

On Monday, September 12, 2005 at their regular meeting, Bryn Athyn Borough Council enacted Ordinance #612 adopting the Pennsylvania Uniform Construction Code and setting procedures for administration and enforcement of the code.

 

Ordinance #612 reverses a previous decision Council made in July of 2004 when Council decided to “opt-out” of enforcing Pennsylvania’s UCC.  In “opting-out”, Council discovered it placed undue hardship on the Institutional and Commercial property owners within the Borough to get their permits from Labor and Industry in Harrisburg.  Council felt that although we did not want the UCC within the Borough, our enforcement of the code was a better solution for anyone requiring construction permits.  

 

Effective November 1, 2005 the Borough will hire an inspection service, Building Inspection Underwriters of Pennsylvania, Inc., to administer the PAUCC. 

 

We understand how difficult this change will be and ask that you contact the Borough office prior to any construction so that your project can be reviewed and you can be helped through the process.

 

 

ZONING PERMIT

 

If a zoning permit is required, Richard Greer will take the application and notify the applicant of approval or rejection of the permit. 

         

          Application

The application (1) shall include a statement as to the proposed use of the building; (2) shall be accompanied by a plan drawn to scale showing the location of the building in relation to lot and street lines; (3) shall include a statement that the side lines of all roads shown on the plan have been located and staked on the premises by a surveyor or other person competent to give such location; and (4) if on-site sewage disposal is planned, that percolation tests have been made and meet the Pennsylvania State requirements.

 

Permit Fee

On October 3, 2005, Borough Council revised the zoning permit fees in order to offset the additional costs for building permits.  The fee schedule is as follows:

 

Fences, decks and sheds:                 $            35.00

Residential additions and garages:                    125.00

Residential new homes:                                     300.00

Commercial/Institutional additions:                    250.00

Commercial/Institutional new construction:                    500.00

Signs:                        75.00

 

          Permit Life

          Zoning Permits are valid for a period of 180 days.  If construction has not started within 180 days, or if construction stops for a period of 180 days, the permit shall be void.  A new permit is required to continue construction.

 

Application for Special Exception or Variance

The Zoning Officer may reject a permit application if a special exception or variance is required.  The applicant may obtain an application to the Zoning Hearing Board from the Borough Office.  The fee for the application is $300.00.

 

BUILDING PERMITS

 

This permit is required by the State of Pennsylvania and is referred to as the UCC. (Uniform Construction Code) Applications for building permits will be received at the Borough Office. A Building Inspection Underwriters of Pennsylvania, Inc. (BIU) inspector will be available in Borough Hall to review permit applications by appointment. 

 

Applicants will be advised of permit status and fees.  Permits will not be issued until fees are paid.  Fees are based on the actual construction and various types of plumbing, HVAC, electrical, etc. installed.
